DUTCH GOVERNMENT SUPPORTS VINH LONG TO CLIMATE CHANGE ADAPTATION

On December 29, 2021, Deputy Minister of Finance – Mr. Tran Xuan Ha and Dutch Ambassador in Vietnam - Ms. Elsbeth Akkerman signed a Grant Agreement for the Urban Development and Climate Change Adaptability Enhancement Project in Vinh Long City, Vinh Long Province. The project is implemented by the ODA Project Management Board of Vinh Long Province with funding from the Infrastructure Development Investment Fund (referred to as the DRIVE Fund) of the Dutch Government and managed by Invest International. This project aims to help Vinh Long adapt to climate change and protect people from flood risks with the aim of improving access to infrastructure, connectivity and reducing flood risks in the urban area of ​​Vinh Long city.

The grant from Dutch government will cost 19,5 million USD among the total amount of the project 202,2 million USD, the rest will be mobilized from the loan of World Bank and state budget of Vinh Long.

The project consists of flood risk management and environment sanitation; urban drainage and flood risk reduction; wastewater collection and treatment; building lobby for development strategies; and development of resettlement areas. Especially, the non-refundable aid from the Netherlands will be used to build Vinh Long City's water treatment plant, one of the important components of the Project.

Signing the Grant Agreement is the result of one year of active negotiations between the Ministry of Finance and Dutch authorities.

In addition to the grant for the Project, currently in Vietnam, especially in the Mekong Delta, the Dutch Government is supporting the development of financing and investment methods, public and private sectors investment funds are mobilized to jointly support adaptation and build resilience in different sectors, including climate, energy and agriculture.
